Vacances Sinorama inc. no longer has a travel agency permit in Quebec, the Office de la protection du consommateur announced on Tuesday.

[size=1.333em]Vacances Sinorama Inc. no longer has a travel agency permit in Quebec, the Office de la protection du consommateur announced on Tuesday.
The decision to not renew the permit takes effect immediately.
The company, which offers inexpensive trips to China, was advised by the OPC on July 24 that its permit would not be renewed when it was set to expire on July 31, because it found that the company was not in a position to comply with provisions of the Travel Agents Act related to its management of money given to it by its clients.
After a hearing, the deputy president of the OPC announced her decision, saying she was not convinced the company was in a position to comply with the law despite its arguments.
PricewaterhouseCoopers was named July 24 as administrator of the company to protect Sinorama’s existing clients. It will ensure those whose vacations are planned up to and including Sept. 9 will take place. Customers whose trips are scheduled to depart on Sept. 10 or later will receive refunds, the OPC said.
Regulatory filings show that Vacances Sinorama’s parent company, Sinorama Corporation, has a history of losses.

In its annual report for the fiscal year that ended on Dec. 31, 2017, Sinorama Corporation said that there was a US$16.4-million gap “between customer deposits and company prepayments.” Of that, US$8.7 million could not be covered by the company’s cash reserves and would have to come from future business, it said.
